The Hoosier city has two of the state’s best school districts, a livability score of 70 and a median list price just under $83,000. However, where it really stands out is on its crime rate. With just 4.23 crimes per 1,000 residents, it comes in at less than a fifth of the crime of Florissant — the next safest city in the study.

Methodology: GOBankingRates found the best cities to buy a home for under $100,000 by analyzing cities using the following criteria: (1) cities with a median listing price of $100,000 or less, sourced from Zillow’s January 2019 index; this resulted in a list of 372 cities out of a total of 6,969 cities; (2) school district score, based on the number of the state’s best school districts that are located within the city, sourced from Niche.com; (3) safety score, based on the number of total crimes per 1,000 city residents (both property and violent crime); (4) livability score, source AreaVibes.com. All data was gathered on Feb. 22, 2019. Each individual data point is assigned a score, with a lower score being better. The scores were then combined to compile a final ranking.
